The Failure of the 28-Point Peace Initiative for Ukraine: How Peace Negotiations Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new comprehensive peace framework for resolving the conflict appeared – temporarily – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its retaliation: an extensive attack of aerial bombardment on Kyiv.

The Cycle of Diplomacy and Destruction

The chain of opposing developments captured the bleak nature of the recent timeframe. By day, negotiation efforts are waged: hopeful statements are delivered from different nations. Immense energy is expended on managing particular approaches. By night, the Kremlin clearly shows the world that, for them, war remains the primary tool for achieving "settlement".

After-Dark Attacks

As the offensive developed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor projectile deployments from Russian territory, a ability enabled by current data. From witness perspectives, defense planes that had been dispatched to engage hostile cruise missiles roared overhead – modern combat jets delivered to Ukraine by Western partners.

Moments later, Kyiv's missile defense activated: several firings targeted at a incoming threat. This was a modern interception technology at work, probably delivered by Western nations. Every firing shakes the surroundings, rattling buildings. The brief panic quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, preventing destruction from devastation and further power outages.

Ongoing Risks

Following this, a heavy machine gun engaged a drone in the vicinity, part of a mobile-fire group – probably Western-made equipment. Unfortunately, the projectiles didn't strike the hostile drone – it pressed on overhead toward its target.

Intermittently, this persisted until dawn. Kyiv awoke to the daybreak reports: seven people killed, destruction and infrastructure problems in many homes as a result of the night's assault. As customarily, everyone still continued their routines – living the war. But those full day demonstrated Ukraine's critical military reliance on Western support – a need that regional partners are demonstrably unable to fill in the short term.

Failed Diplomacy

The detailed framework from American leadership sparked intense emotion, debate and profound anxiety – and temporarily diverted attention from Ukraine's most significant graft case in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a diplomatic cavalry charge against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually win the battle. This pattern will, no doubt, continue.

Strategic Calculations

It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the entire situation. Washington operates on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The American government believes that it is unrealistic to force Russia to relinquish the land that it already controls in Ukraine's occupied territories.

The challenge is that while accepting these circumstances, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from thinking that the situation will not evolve additionally in its favour in the months ahead.

Conflicting Perspectives

Therefore, Moscow is certain that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's government remains completely certain in the outcome.

On the contrary, Ukrainian leadership believes that Ukraine can still persist, gradually sacrificing lives and land but averting a entire defensive failure until conditions improve in its favour.

Present Conditions

Objectively, there are no real preconditions for a truce. Now, individual motivations are entering the equation: personal goals to mediate resolution and achieve global acclaim, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any initiative Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their objective will now be significantly challenging after recent developments, it remains quite doubtful that this will change their overall approach.

These two forces are guiding negotiations.

Assessment and Future

It took a just a single week to kill the suggested clauses of the latest plan. Aggressive and erratic handling of the matter by US administration, resistance by Ukraine and the other European countries, along with calming attempts of representatives, and finally, current information leaks, all did their job.

While new initiatives based on old ideas are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist political attacks from Washington that are founded on Moscow's terms and demonstrate particular unwillingness to change the course of events, if they maintain solidarity and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's capacity to repel nightly air assaults will, for the predictable period, largely rely on sustained allied backing.
